House Committee on Appropriations Public Meeting Monday

On Monday, May 24th, the House Appropriations Committee will have a public hearing about the 2010 budget. This is an opportunity to share your concerns about the budget with legislators on the Appropriations committee.

Advocate named as N.C. mental health director

Tax flap prompts appointee to withdraw from mental health post

Raleigh, N.C. — Instead of settling into a new role overseeing the state’s mental health programs, John Tote withdrew from consideration for the post Monday amid allegations that he had left his previous employer with a huge tax bill.

The longtime executive director of the Mental Health Association in North Carolina, Tote was hailed last Tuesday as a solid pick to oversee the state Division of Mental Health, Developmental Disabilities and Substance Abuse Services because of his years as an advocate for the people the agency serves.

RALEIGH, N.C. — North Carolina’s mental health services director is retiring and is being replaced by an advocate and legislative lobbyist for the mentally ill.

Health and Human Services Secretary Lanier Cansler announced Tuesday that John Tote, longtime executive director of the Mental Health Association in North Carolina, will become the next director of mental health, developmental disabilities and substance abuse services.

Tote will replace Leza Wainwright, who will retire Sept. 1 after 32 years in state government.

“John has been a long-time advocate of mental health issues and widely known and respected in the mental health community,’ Cansler said in a statement. “DHHS welcomes his wealth of experience in those crucial areas as this agency moves forward in community care.”

“I am thrilled, honored and humbled to have been named by Gov. (Bev) Perdue and Secretary Cansler,” Tote said in a statement. “I intend to bring an advocate’s spirit to the job and look forward to working even more closely with the citizens of North Carolina and their elected officials to this new role.”

Assault alleged at detox center

LUMBERTON — Security camera footage from a state-run drug treatment center in Greenville shows a male patient following Tabitha Lynn Windom into a bathroom, where she says she was sexually assaulted.

An internal investigation at the Walter B. Jones Alcohol and Drug Abuse Treatment Center concluded that its staff was negligent in failing to keep the woman safe. The state is legally responsible for the well-being of those in its care.

Lamont Todd Caveness, an ex-con with an extensive criminal record, is charged with misdemeanor counts of sexual battery and assault on a female. He says the sex was consensual, and he is awaiting trial.

TROSA opens grocery store in Northeast Durham

DURHAM – A new grocery store is a sign of revitalization for one Durham neighborhood.

Triangle Residential Options for Substance Abusers opened a store in northeast central Durham Thursday.  Lacy Smith was one of the first customers to crowd the TROSA grocery store on Angier Avenue.

“This grocery store is going to be a big inspiration because of what TROSA stands for,” he said. Smith is a longtime Durham resident, and has seen how the program has helped drug addicted people in the area.  “They are a great asset to the community of Durham,” he said.

Now the grocery store is another asset for the more than 400 recovering drug addicts to work and change their lives. Resident Patrick Raynor is working as a cashier at the new.

“I just was making bad decisions for years. I decided to come to TROSA after getting in some legal trouble. Decided to change my life,” Raynor said.

Wendy Noel, of TROSA, worked for the last year to get the store off the ground.  “A clean area and friendly service is what TROSA is all about. All of TROSA’s businesses, that’s our emphasis,” Noel said.

City leaders see opening the new TROSA grocery store as another way to revitalize northeast central Durham, an area they say has been troubled for many years.
